" Letter from the Founder"

I am happy to inform you that I, your elected MLA, have recently set up a new not-for-profit organisation, called the “Bridging the Gap Foundation” (BGF), with the aim to augment the outreach mechanisms as an MLA with my constituents (possibly including your esteemed self) and thereby, infusing a spirit of professionalism in politics. Unlike many other politicians, I do not believe in earning money by way of taking cuts off development projects or bribes to do favours to some individuals or even bribes to fulfil my general obligations to my constituents, let alone blatantly or subtly harassing people for extortion. My role models in public life are the likes of Lal Bahadur Shastri, Jaiprakash Narayan and APJ Abdul Kalam. From a very early age, I have inherently felt compelled to give my all to every endeavour I pursue and every commitment I make. As a public representative, I now feel the need to provide a thrust towards making our political system more accountable, accessible and efficient. With this broader goal in mind, I have set up BGF to conceptualise and support various strategies that would contribute towards actualising this dream of bridging the gap between elected representatives and the common voter as also between different economic strata and sections of the society.  BGF is meant to bridge all perceivable gaps whether they are man-made or natural. To begin with, I hope to achieve the following through this organisation:

As your MLA, I have encountered various situations during my tenure when a constituent visited me in dire financial straits, due to multifarious reasons like a medical emergency, marriage-related expenses, loss of life of a near or dear one, house repairs to ensure roof over a poor man’s head etc. With BGF, I aim to sustain a corpus that could be utilised to instantly ameliorate the essential short-term financial needs of my constituents.

While ministers enjoy certain privileges, contrary to popular perception, regular MLAs do not get any typists, drivers or clerks, leave alone any other support staff. The ground-level volunteers and support staff of an MLA play an increasingly decisive role in gathering the grievances of residents, preparing action plans/concept notes to tackle them and keeping the residents informed of the progress. It is arduous work, which deserves due compensation to be paid to them to keep the motivation levels high. BGF’s corpus will be used to bridge this financial vacuum. I wish to maintain a full-fledged back office to correspond with departments qua works of the constituency and ensure speedy follow-ups.

An MLA is duty-bound to study the issues plaguing his/her state/UT and conduct incisive research to suggest the most apt and feasible course of action. This process often requires the MLA to engage domain experts, think-tanks and policy consultants to recommend the future course of action. For instance, my proposal to set up the Delhi Assembly Research Centre (DARC) was a consequence of brainstorming the idea with a young group of policy researchers. Paying for their services sometimes becomes necessary for maintaining this healthy circulation of ideas and BGF will help in securing it.

It is absolutely vital for MLAs to keep channels of communication with the electorate open for the dissemination of information. The flow of information in a democratic framework is essential to make it more representative. While there are various existing avenues for this, additional financial assistance is often found wanting when the MLA wants to start novel initiatives, such as a workshop on educating residents about water scarcity in the constituency and its sustainable use, a voter awareness camp etc. Thus, funds again become a hurdle when the MLA, acting on his/her own volition, attempts to initiate new conservations with his/her constituents.

Your support to BGF (which we seek by cheque and for which a receipt would be duly given) would be much needed in scaling this initiative to enabling efficient dispensation of my duties as an MLA, thereby fulfilling the expectations of the electorate in a transparent, corruption-free and professional manner. In this regard, it is my humble prayer to you to support BGF with financial assistance as you may deem reasonable in our pursuit of an honest cause. Rest assured, BGF undertakes to maintain complete transparency in the acquiring, maintenance and utilization of its corpus.

Democracy is all about public participation and empowering your representatives is a way to enable oneself to get empowered by availing of good governance.

Besides, I, in line with the perspective of Shri Arvind Kejriwal (who gave up his post of Deputy Commissioner at the Income Tax Department to plunge into public service, and his role in the RTI movement, which won him the Magsaysay Award, was pertinent, even before the Lokpal movement) and the AAP, believe in transparency even when it comes to funds for election campaigning. You may, if you so desire, to this end of supporting our election campaign, different from the objectives of BGF mentioned earlier, write a cheque addressed to the Aam Aadmi Party or me personally. Contributions to that end promoting honest, transparent election campaigning would also be encouraged.

Every organization is as powerful or as weak as its founder. If you have attended any of my public meetings, you might have heard me saying that my body, my life and my time is all dedicated to the nation and hence to each of the countrymen, and I truly mean the same.

Jai Hind!

Thanking you in anticipation,
Yours faithfully,
Somnath Bharti
